THE Rudd Government will go to the next election under pressure to oversee radical changes to the health system, including an overhaul that would force state governments to compete with non-government health services.

Mr Rudd yesterday defended a six-month delay in his long-promised decision to move to a federal takeover of public hospitals if state governments failed to take up reforms, saying more time was needed to consider the ‘‘massive implications’’ of overhauling the health system.

At the release of the final report by the National Health and Hospitals Reform Commission, Mr Rudd did not give his response to the options it contained.
