A NSW Audit Office report into fare evasion reveals that more than 2 million bus trips each year are either not paid for or the incorrect fare is paid.
With only one-in-227 State Transit passengers having their tickets checked by bus inspectors, commuters face a slim chance of being caught.
Bus drivers blame the introduction of the "Pre-Pay" ticketing system for a jump in fare cheats.
At an average cost of about $3 per journey, critics suggest as much as $6 million a year in ticketing revenue is lost, but the real figure is likely to be much higher.
Under the pre-pay system, passengers can buy a 10-journey ticket, ranging in price from $15.20 for up to two sections to $48.80 for 16 or more sections.
But some passengers are buying the cheaper tickets and then travelling a much greater distance than the ticket allows.
