The nineteen billion dollar disaster relief bill signed into law by President Trump Thursday largely enjoyed bipartisan support but Chris Edwards of the libertarian CATO Institute says tax payers need to put pressure on their members of Congress to be more critical.
“The federal government doesn’t have any money. The federal government is running trillion dollar deficits now. These natural disasters happen all of the time and happen every year. It would be better if states funded these themselves rather than putting the federal government further into debt,” said Edwards, who serves as Tax Policy Director at the think tank.
Half of Kentucky’s Congressional delegation, including Sen. Rand Paul, Rep. Thomas Massie, Rep. James Comer and Rep. Andy Barr, didn’t vote for the appropriations bill. It will funnel billions to states recovering from natural disasters. 
Federal aid for these events is a relatively new phenomenon. The Federal Emergency Management Agency (FEMA) was created 40 years ago. 
“If you go back a century, we used to have floods and fires and that sort of thing back then. The 1906 San Francisco fire and earthquake was a huge disaster but it was mainly the private sector, big corporations and wealthy Americans that stepped up to rebuild San Francisco. Federal involvement slows the federal recovery effort. This bill that we are talking about now in June 2019 is responding to disasters that occurred two years ago. Texas is a giant country sized economy. It can afford to rebuild itself after hurricanes.”
Edwards says the shift in policy encourages people to live in disaster prone areas. 
“More and more Americans are living on sea coasts, particularly the Southeast Sea Cost in Florida and the Gulf Coast where hurricanes happen all the time,” said Edwards.
Some libertarians say the reason the country has been able to get away with running trillion dollar deficits year after year is because of the stable economy and rising wages but beyond rhetoric there’s little appetite from either party for cutting federal spending on Capitol Hill. Senator Rand Paul’s Pennies Plan balanced budget bill went down in defeat this week.
“We are going to hit a wall at some point. Interest rates will spike and that will push up the cost of home mortgages and all kinds of borrowing for businesses for example. The economy will go into recession. Wages will start stagnating again,” said Edwards.
